Something clearly needs to be done, this has been a problem for a long time.
I'd prefer a more dynamic solution of WP earned being based on a normalized X WP per Y HP restored method. This could apply to both repair tools and injectors.
However if such a method is not logistically feasible at this stage of development then a method like yours does seem a workable improvement.
Further question, how would your method address the LP injector situation?

This has been a problem since closed beta, and needs to be fixed.
Rewarding support play that is actually tactical over random sub-par behavior will result in better overall support play. Repair Tools need to be fixed as well, because they suffer from the same imbalaced internal scaling issues as injectors.
Another note worth mentioning is that more WP = more ISK at the end of match, which is worth keeping in mind because as correctly noted in the quote above logi can earn a lot of WP, but are still often ISK starved due to the cost of support fits (this too is a red flag).
Sidebar for the thread:When I checked a few days ago you still go 0 WP for reviving someone who'd died without enemy contact, and the cool down cap on WP from reviving a single player repeatedly in a short span of time was still in place. This means those kittens in FW who are killing and reviving someone repeatedly aren't doing it for the WP, they're doing it to harvest tears. It also means, since those mechanics aren't proposed to be changed, that no amount of alteration of the WPs is going to impact their behavior whatsoever.

In fact this solution could be extended to the injectors as well with the simple method of providing WP earnings to the higher level injectors for the difference in HP they healed beyond the base value. With the repair tools properly calibrated as above it would be a simple matter to zero in on a WP per HP ratio and cross apply it to injectors.
